Bob Diamond, whom Lord Mandelson, the former Business Secretary, called the unacceptable face of banking, takes over as chief executive from John Varley, with potential remuneration in salary and bonuses of more than £11 million a year. Downing Street declined to comment on the choice, saying it was a matter solely for Barclays shareholders. But ministers such as Vince Cable, the current Business Secretary, who has condemned “casino banking”, are unlikely privately to welcome it. An unnamed Liberal Democrat government member described the choice to the BBC as “bank taken over by casino”.

Cameron coup as HSBC chief becomes trade minister
Philip WebsterSeptember 7 2010 10:25Stephen Green will be confirmed in the post this afternoon after the Stock Exchange has been informed of his appointment and that of Bob Diamond as the new head of Barclays, The Times has learnt. Mr Cameron has been without a Trade Minister since the general election. It was thought he had tried and failed to persuade Lord Davies, who did the job under Labour, to stay in the post. There have been other approaches to senior City figures, but without success. Mr Green was personally wooed by Mr Cameron to take on the job, it is understood. The move will mark a huge shake-up at the top of British banking. Mr Green, aged 62, has been at the bank for 28 years. He is not expected to take a salary as Trade Minister but is likely to get a peerage. Lord Davies was also a former banker, having chaired Standard Chartered Bank.

Of those who apply to continue their training, more than a fifth are turned down because they lack the necessary skills or experience. The high attrition rate is being blamed in part on the chaotic implementation of the EU rule limiting junior doctors to a maximum 48-hour working week. The Working Time Directive, which was fully implemented in the NHS last August, aimed to improve the work-life balance of doctors by ending 100-hour weeks and preventing them from working while they were tired. Instead, doctors are having to handle an increasingly complicated caseload while working fewer hours
