22-May-2012EASA published the Acceptable Means of Compliance and Guidance Material (AMC/GM) related to the Implementing Rules Part-MED (Annex IV of the future European Aircrew Regulation) on 15 December. The new Aircrew Regulation enters into force on 8 April 2012 and the UK will implement it on 17 September 2012. IMPORTANT: Change of State of Licences - Change of Criteria with Immediate Effect
22-May-2012Please Note: The EASA Aircrew Regulation (Regulation (EU) 1178/2011) comes into force on 08 April 2012. The UK CAA will be implementing the Annexes to the Regulation, including Part-MED and Part-FCL from 17 September 2012. According to Part-FCL FCL.015, in order for the UK CAA’s Licensing Department to accept a change of State of Licence Issue (SOLI) to the UK, the applicant’s aereomedical records must be held in the UK. For the remaining period until 17 September 2012, the CAA will allow a change of SOLI if the requirements of JAR-FCL are met or if Part-FCL FCL.015 is complied with. This means the UK CAA will now accept a change of SOLI under Part-FCL FCL.015 if the applicant's medical records are held in the UK; regardless of UK residence or UK employment. Aeromedical records will be deemed to be held in the UK if all applications for SOLI transfer (medical certificate) have been processed and a UK CAA medical certificate issued before 17 September 2012.The last date for the receipt of an application for the transfer of SOLI (medical certificate) to UK issue will be 31 August 2012. All applications in progress will be completed by 17 September 2012 provided all the relevant information has been received by 31 August 2012. Incomplete applications will not be processed under JAR FCL rules after 1 September 2012.From 17 September 2012 all applications for the transfer of SOLI (medical certificate) to UK require transfer of the full aeromedical record and translation of all records into English.

Changing from NPPL to LAPL medical certification
3-Jan-2012We appreciate that many holders of NPPL licences are seeking guidance as to how the future EASA medical certification system will affect them. Unfortunately at this stage, while we are reviewing the EASA changes, we are not in a position to be able to answer queries on a case by case basis.EASA published the Acceptable Means of Compliance and Guidance Material (AMC/GM) related to the Implementing Rules Part-MED (Annex IV of the future European Aircrew Regulation) on 15 December. The new Aircrew Regulation enters into force on 8 April 2012 and the UK will implement it on 1 July 2012. There will be a period of transition for the change from NPPL to LAPL medical certification spanning three years until 2015.The UK CAA is now reviewing the guidance and rules and preparing Aeromedical Examiners (AMEs), general medical practitioners (GPs) and Aeromedical Centres for the implementation of the new regulation in July.Once this is in place, the UK has implemented the Aircrew Regulation, and a pilot has made an application for an EASA medical certificate, it will be possible to offer individual case by case guidance.General advice regarding the changes and the transition arrangements will be provided on the CAA website at www.caa.co.uk/medical under ‘What’s New’.

Arrangements for Winter Break
15-Dec-2011For this winter, 2011/12, the winter break will result in the CAA’s offices at CAA House, Aviation House and those in the regions being closed for all normal operations between Wednesday 28 December 2011 and Monday 2 January 2012 inclusive.
Consequently, the Personnel Licensing Department (PLD) and the Medical Department including the Public Counters, Telephone and Email links will be shut during the following times:
Friday 23 December 12.00 - 09.00 Tuesday 3 January
Any individual or organisation anticipating the need for Personnel Licensing or Medical Department action during the shut down is advised to contact the Department in advance of the shut down period through the normal portals, ie 01293 573700 or by e-mail via medicalweb@caa.co.uk
The main CAA switchboard number (01293 567171) will operate in the ‘night service’ mode throughout the shutdown period with a greeting message that will provide details of the office closure and re-opening periods.
EASA Latest News: Aircrew Regulation in Official Journal
25-Nov-2011The final text of the Implementing Rules for the EASA Aircrew Regulation has been published today.
The first four annexes of the Aircrew Regulation (containing Part-FCL, Part-MED, conditions for the conversion of national licences and conditions for the acceptance of third country licences) have been published today Friday 25 November in the Official Journal. Commission Regulation (EU) No 1178/2011 lays down the technical requirements and administrative procedures related to civil aviation aircrew. The Agency intends to publish the corresponding Acceptable Means of Compliance (AMC) and Guidance Material (GM) in the coming weeks..
